Le bénévolat, outil des politiques publiques : 3 notes d’analyse

Depuis que l’année européenne pour le volontariat 2011 a contribué à mettre en avant l’importance des missions de volontariat comme levier d’intégration citoyenne et d’insertion professionnelle, les décideurs politiques tentent de s’en emparer. Les avantages en sont nombreux, que ce soit en matière de lutte contre la crise de l’emploi et même de la citoyenneté. Toutefois, leurs implémentations en tant qu’outil de politiques publiques doivent faire face à plusieurs dérives et effets pervers.

POUR LA SOLIDARITÉ – PLS consacre trois nouvelles Notes d’analyse aux pratiques bénévoles comme outil des politiques publiques :

  1. “Un puissant levier d’insertion professionnelle” : Dans une première note, PLS analyse les avantages que représente le bénévolat comme instrument d’insertion socioprofessionnelle dans un contexte de crise de l’emploi.
  2. “Pour des communautés solidaires” : Dans une deuxième note, PLS revient sur les vertus civiques et politiques que revêtent les pratiques bénévoles dans un contexte de crise de la citoyenneté.
  3. “Utilisations abusives et effets pervers” : Dans une troisième note, PLS anayse les potentielles effets pervers et dérives que représentent l’implémentation de politiques publiques en faveur du bénévolat. Cette note à pour vocation de mettre en garde contre ces effets pervers tout en arguant en faveur d’une institutionnalisation du bénévolat.

Retour sur le Midi consacré au volontariat

Lors du Midi organisé le 21 septembre 2017, POUR LA SOLIDARITÉ s’est intéressé à la problématique du volontariat comme levier d’insertion sociale et professionnelle. Ce secteur d’activité suscite un grand intérêt et son importance est aussi soulignée par l’EU dans plusieurs domaines : l’inclusion sociale, l’emploi, l’éducation, le développement des compétences et la citoyenneté. Retour sur cette rencontre-débat !

Le bilan, aujourd’hui très favorable en la matière, ne saurait masquer les risques d’emplois déguisés, de dumping social ou d’instrumentalisation de ces missions de volontariat par les décideurs publics qui doivent éveiller la vigilance.

Portfolio for Volunteering experiences – Based on the ProfilPASS used for the first time in the Scotland

‘Portfolio for Volunteering experiences – Based on the ProfilPASS’, a major output of the EUROVIP project, has been put to a first successful test in Scotland.

In summer 2017 EUROVIP project partner Volunteering Matters gathered a group of volunteers from their Full-time Volunteering programme in their Edinburgh offices. European projects coordinator Pieter Baeten and Volunteer Manager Jen Finnimore guided the participating volunteers through the comprehensive material of the ‘Portfolio for Volunteering experiences – Based on the ProfilPASS’ to help them recognise the skills and competencies acquired in their volunteering roles and how to use them in their professional career.

The ‘Portfolio for Volunteering experiences – Based on the ProfilPASS’ is a built on a three step structure. In the first step participants reflect on the tasks and activities of their volunteering role. Based on this reflection volunteers assess the qualities and skills specific to these activities in the second step. The last step involves translating these qualities and skills into competencies relevant in the professional recruitment process.

Prior to the training all volunteers present in the training indicated that they had never thought of using the skills and competencies from their volunteering roles in a professional context. However, in the feedback on ‘Portfolio for Volunteering experiences – Based on the ProfilPASS’ they unanimously emphasised the usefulness of such a course. Further feedback about the course material itself was attentively received by Pieter and Jen and fed back to the authors. These insights were incorporated into a second training session in September delivered by Volunteering Matters in London.

Publication sur le volontariat en Wallonie et à Bruxelles

En 2015, le Service de l’Éducation permanente de la Fédération Wallonie-Bruxelles a publié « Le Volontariat en Wallonie et à Bruxelles. Regards du monde associatif et de la recherche académique ».

Cet ouvrage rassemble une quinzaine d’articles émanant d’associations, d’institutions et d’universités belges, réalisés dans le cadre de l’année européenne du Volontariat. Il présente de précieuses données statistiques, un focus sur les seniors, acteurs essentiels du travail bénévole, et dresse le portrait des différents types de volontariat.

Cette publication, complète et vivante, est ponctuée de témoignages et illustrée de photographies de l’exposition de la Plateforme francophone du volontariat, Toi + moi + nous… 52 portraits de volontaires en mouvement.

Portfolio for Volunteering experiences – training for Romanian NGOs

On 30th June 2017, in Bucharest, VOLUM Federation organized a one day training for NGOs that are engaging volunteers in their projects and activities. The main goal was to present and test the ProfilPass Portfolio for Volunteering experience in order to collect feedback from volunteer managers, improving afterwards the instrument. Another objective was also to present the EUROVIP project, its context, main goals and the partners involved.

The event started with a brief presentation of the participants – who´s who? – with content regarding their job, the NGO, its mission and one competence that they have gained through volunteering activities or other informal learning contexts. After sharing our stories with the group, we had the opportunity to talk more about the project, the idea of the ProfilPass, the steps that have been done in adapting the original instrument to evaluating volunteering activities, including in the final portfolio aspects regarding Romania`s national context for volunteering. Nonetheless we identified ways this instrument can help the NGOs in issuing the national volunteering certificate – VoluntPass.

Moreover, the participants were able to share the most important instruments and methods they are applying in their NGOs in order to evaluate and recognize the learning outcomes their volunteers gain through projects and activities. In order to detail they were invited to share: how often do they evaluate, who applies the method/instrument, what happens after etc. The idea was to create the context for them to share best practices and useful instruments to build bridges between the participants, to acknowledge they have a network where they can ask for support in terms of coordinating volunteers and evaluating their learning processes.

After this session, we had the opportunity to talk more about the Portfolio of Volunteering experiences. VOLUM team presented each chapter, the philosophy behind this instrument and how flexible this instrument can be for the NGO. The group discussed about all contexts in which this portfolio can be used: volunteering, informal and non-formal learning context, competences, personal qualities and experiences etc. Furthermore, it was a great occasion to discuss more about the differences between competences, abilities, skills and attitudes.

Furthermore, the next two sessions were destined to a more practical approach to the methodology of the ProfilPass, giving participants a chance to test one of the most important exercises from this instrument and, also, to learn more about the value of the certificate, in order to improve recognition of competences gained through volunteering. In groups of two, participants talked about one activity they have enjoyed in past several months, trying to identify what competences they have gained. Along the process they nonetheless discovered a new way to build an action plan focusing on steps for improving some of the competences they already have and gain other ones as well.

In the last session, VOLUM team clarified the difficulties/questions volunteer managers had about the national volunteering certificate – VoluntPass and the online platform they can use to issue it, both in English and Romanian.

At the end of the day, each participant received a printed version of the Portfolio and were encouraged to test it in their organizations, on their volunteers. For collecting feedback and „next steps” they had to fill in an online questionnaire, and their answers help VOLUM improve the instrument. Last but not least, the highlights of this event were 1) the volunteer managers had the opportunity to discover an instrument they can really use, in the evaluating and monitoring aspects in their activities and 2) sharing best practices from their organizations.

 

Conférence-débat sur le volontariat à Bruxelles : Midi POUR LA SOLIDARITÉ

Depuis l’année européenne du volontariat en 2011, les pratiques volontaires et bénévoles suscitent chez le décideur politique un intérêt particulier, dans le cadre des politiques publiques de l’emploi et de la citoyenneté. Cette récupération de la pratique, qui peut être positive autant qu’abusive, fait toutefois débat. POUR LA SOLIDARITÉ y consacrera un Midi POUR LA SOLIDARITÉ le 21 septembre 2017.

L’Europe traverse aujourd’hui deux crises majeures. La première est celle de l’emploi, plus que jamais rare et précarisé. La deuxième touche à la citoyenneté et au contrat social, alors que croît, sous l’impulsion des politiques libérales, l’individualisme et l’abandon des communautés. Dans ce cadre, le bénévolat est souvent perçu comme un levier d’inclusion sociale et professionnelle.

La tentation est en effet forte pour le décideur public d’utiliser le bénévolat comme un outil au service de ses politiques de l’emploi et de citoyenneté. Il est vrai que les effets « miracles » de cette pratique qui sait à la fois augmenter les chances de mise à l’emploi des chômeur-euse-s (plus spécialement ceux de longue durée) et recréer du lien social, au travers notamment de dispositifs tels que le service civique, sont loués de toutes parts.

Pourtant, les associations alertent sur les prescriptions automatiques qu’elles renseignent comme empiriquement contre-productives et posant de nombreuses questions en lien avec les principes de liberté, gratuité et altruisme, au cœur même de l’activité bénévole. Elles alertent également sur la volonté de certains décideurs de l’utiliser dans une optique de réduction des dépenses de l’État et de redéploiement de la puissance publique.

Volunteering Matters EuroVIP Training.

A short while ago, we had the pleasure to announce the publication of the Portfolio for Volunteering experiences – Based on the ProfilPASS as part of our EuroVIP project.

In the coming months, the Volonteurope team will be providing training opportunities for Volunteer mangers to become acquainted with the use of the Portfolio.

On April 13, we will be training the Full Time Volunteering, Employee Volunteering and Positive Futures London teams of our hosting organisation Volunteering Matters in the use of this tool. The goal of this training is to make volunteering mangers acquainted with the use of the tool and enables them with the opportunity to raise feedback on its use.

An additional training opportunity for other volunteering organisations is foreseen in one of the upcoming NNIVIA meetings, of which we will keep you updated.

1st EUROVIP Dissemination event! French training to the Portfolio for Volunteering experiences

After almost on year of revision work on the ProfilPass to adapt to the target group of volunteers, the Portfolio for Volunteering experiences was finally presented and disseminated to French organisations hosting volunteers, last 16TH of March, in Saint Denis La Plaine.

The first part of the day was the occasion to introduce the project EUROVIP, its origins and goals. The original ProfilPass (adult and young version) was also presented, as the adaptation methodology that led to the Portfolio. This was the occasion to raise awareness of participants on the philosophy of the ProfilPass and the Portfolio, leaning on the self-evaluation and the valorisation of informal and non-formal experiences, like volunteering.

This first session was followed by a more in depth presentation of the Portfolio of Volunteering experiences. Each chapter were detailed, and the participants could discuss every part together with the FACE team. This was also a way to address all the terms used in the Portfolio (volunteering, Iiformal and non-formal learning context, competences, personal qualities…). Organisations that have already developed similar tools had moreover the chance to present their own work. The idea was to build bridges between all the actors of volunteering to enhance working synergies between them.

After a nice and well deserved lunch break, 2 workshops were organised to allow a more practical approach to the methodology of the ProfilPass. The first one was dedicated to the exercise of self-evaluation, at the core of the Portfolio methodology. Participants formed groups of two and tell each other’s an experience, trying to identify together competences gained through it. This was a way to raise awareness on this tricky part of the Portfolio methodology. After the exercise, participants could exchange on the difficulties they met and gave each other tips. The all session was coordinated by the FACE team.

The last workshop was focused on volunteering experiences as an added value to valorise in the labor market. Participants brainstormed on how to reach companies, how to coach volunteers, and what could be the role of organisations hosting volunteers in the valorisation of these experiences.

All along the day, participants could exchange and learn from each other’s on supporting methods, on the basis of the Portfolio. They all came back home with their Portfolio, ready to use it with their volunteers!
